I've bought lots like that before
Generally the pieces you'll get are mostly low-quality fakes but in all honesty that's part of the fun.
I used them to replace playing pieces at a board game party and people loved it. Just don't expect all of them to be high-quality
Pic related was the highlight

So there are decent ones in between them which makes the package worth it? I want to design a pokemon tabletop but I need some good amount of figures first.

If you just need them for that, they'll work fine. Expect a lot of them to be derpy-looking, though.

if you have to give the trash ones and the good ones a percentage, how could you scale it down? 30% good and 70% meme tier?

If you like cheap lead painted fakes then go ahead

That board game idea sounds fun

It's really only the paint jobs that make them look like shit. They all have really, really awful paint jobs. You can just dump them in paint remover if it bothers you that much.

They are repaintable with no issues I hope, the models are okay and if I use paint remover on the eyes for an example and repaint them, it will be fine right?

My group of friends uses bootleg mini Pokemon figurines as DnD characters.
It's pretty fun, and it's easy when you can attribute each Pokemon to what the character is or is capable of. Got a Warlock who can infuse his weapons with lightning? Here's Electabuzz for you. Enemy with a cannon? Octillery. Wimpy child? Bonsly.
