It does though. Please look up the footage of Incineroar vs Charmeleon. Charmeleon runs up to Incineroar while Incineroar launches itself straight into the air at it. Also directly after using Shadow Claw it uses Flame Thrower, so that would by your logic mean Incineroar has 100+ speed. Speed is by all definition how fast a Pokemon is in movement.

I love this little guy, or should I say "litten" guy. He's so expressive and fierce as a competitive wrestler. My sister pointed out he was a heel wrestler based on a Japanese Tiger Mask wrestler. Truly a wonder concept and shiny personality in this pokemon and I just don't understand why people won't accept that. We all need to become more empathetic and understanding of other people, things, and yes even art. In this case the design is a piece of art we need to step back from to truly understand the intent of pokemon designers at Nintendo Inc. and how they captured so many amazing design concept into this little guy. He's so cute and tough I just want to hug him :)
