Working out the hidden power and IV's is a big pain tho

something like t-bold, grass knot, echoed voice and hidden power. use x-items instead of nasty plot. (i don't know if you can get all that before the E4)

Grass Knot, HP(probably Ice), Nasty Plot/Charge Beam, and Thunderbolt is probably a good set. Pichu will probably leave you a little wanting for damage, so maybe swap Tbolt for Thunder.
