They may be some kind of "secret base" but for Alola, except you dont get to choose the emplacement, only which beach you are on
and so the others can be taken by some of your friends
they are fruit/drink stands. you go there to buy exclusive alola drinks and berries

I was just saying in a thread recently how much I would love to see a Marine Tube connecting two of the islands, so that's definitely a theory I can get behind. The one on Ula'Ula is a bit out of the way, but I mean, it's not impossible.
I'd also be very much okay with the second option, though.

It's so simple tho. in Argentina you rent a space in a beach, they're just little tent-like structures. It's shit tho, takes a lot of space, and it's so expensive, but that might be what they show in that picture.

It's not that unusual. Even ignoring that starter, legendary, and Draco Meteor move tutors are always thrown all over the place, the normal move tutors are only all together at the Battle Frontier/Resort in Emerald, HGSS, and ORAS. Platinum has them separated between Route 212, Snowpoint City, and the Survival Area. And B2W2 has them separated between four cities, Driftveil, Lentimas, Humilau, and Nacrene.
