Let's predict what legendary pokemon will be available in USUM.
With the exception of the genies in B2W2, which were instead available through Dream Radar, all third games/sequels have retained all legendary pokemon from their predecessor, so It's reasonable to assume that USUM will do the same.
I highly doubt USUM will pull an ORAS and add all other legends, given Gen 6 is also on 3DS.
Mythicals are there just in case they pull a Deoxys again.
And yes I know UBs should be under the same list as the other legends.
I'd say that Xerneas and Yveltal are the most likely candidates, given Zygarde was in SM, we might see something happen in Resolution Cave this time.
Kanto birds + Mewtwo I could also see for Kanto pandering purposes, and they are the least recent legends as well.
I think the Gen 2 legends are least likely because of the Virtual Console release.

At this point, every other legendary is so readily accessible that it makes no difference which ones are in the game.

I think it's too early but I could see GF doing somthing with Carbink and Diancie,

B2W2 had Hoenn and Sinnoh Legendaries despite Sinnoh being in DS and HGSS having all Hoenn Legendaries (except Regi Trio and Regigigas in HGSS).
So I assume that once again the Regis and Latis will be available (they have the record of the most available Legendaries, appearing in at least one game per Gen), Heatran, Regigigas, Cresselia, Darkrai maybe, and Genies.
