It was always obvious that the term "pokemon master" is simply conveniently vague so that ash can continue to travel every region and lose every league

World's greatest Pokemon Trainer is what it used to mean, but as the Pokemon world kept getting larger and more regions with their own leagues were introduced, it was dropped (Lance used the term in GSC but the remakes changed it to Pokemon Champion)

In RS and all games released after them, there is Trainer Stars (Stamps in SM), which after you obtain all of them then when you talk to the Pokémon Center Nurse her dialogue changes after she notes your Trainer Card (Trainer Passport in SM).
So basically you can become a Pokémon Master in the games.

Pokemon Master in the anime is something even above champion.
Rather than something like the King of the Pirates or becoming the Hokage, I'm pretty sure the reason they never defined the term is so that kids can interpret it any way they want when they watch the anime or play the games
For some, it's catching em all
For some, it's the hall of fame
For some, it's beating all their friends
For some, it's the World Championships
For some, it's assembling the strongest team
Rather than a goal with a set end point, this allows the audience their own interpretation for what to be invested into,
"I wanna be the very best, like no one ever was" can mean whatever you believe it should

Pokemon master isn't a real thing. They make no effort in defining it in the anime, and despite this, Ash isn't doing much outside collecting badges and going to leagues, so in essence he's just trying to become a champion.
I wish they'd just drop all these pretenses already.
