Going from 2D > 3D was a much bigger leap than any kind of graphics upgrade can do

Pretty much this. They can increase the quality of the models all they want, but Pokemon was done in a completely different visual style prior to Gen 6. Hell, that's the reason that the 3DS games lagged so much, the models are so high-poly that they're essentially there as a base for future games.

The models they currently use are higher quality than the 3DS can display so don't expect much there.
Historically, the first games on a system always look like crap and are now way indicative of the system can, or should, look like.

It's not going to look amazing sport. Not until gen 9, and even then we'll probably not get any major graphical improvement "Style" wise because they'll want it to remain cartoonish.

I don't know. As late as Battle Rev some Pokemon were STILL rocking their N64 models, so I doubt they'll do much to change anything already made. Best case is all mons get truescale and Wailord looks properly huge like it did in the earlier 3D games.
