Because previous "third versions" were made to complement and enhance a finished game, USUM is being made to finish an unfinished one. It won't have anything too impressive like Emerald and co had, especially now anywhere close to BW2. BW2 got its own animated trailer, it was on another level of care put into it and they knew it.
