There's no chance Roserade would performe Petal Dance before other moves, so they just said "hey, who cares. No one should lose to Tierno, let's just show his mons love to dance like him".

Getting Challenge Mode from the get-go without Action Replay/PKHeX is pretty annoying, though. You'd need a friend who has already completed Black 2 specifically (White 2 doesn't work, that gives you Easy Mode) and you have to have the key transferred to you.
If you are the Black 2 player who completed the game, resetting your save won't let you keep the key for your replay run. You cannot get the Hard Mode key back from your friend, assuming you gave it to them, because players can only transfer keys they unlocked themselves. That means if your friend is a White 2 player, it will be impossible for you to ever get Challenge Mode.
Without Challenge Mode, B2W2 retains the same level of difficulty that BW had, with gym leaders capping at 3 Pokemon, and the Elite 4 using a team of 4.
By the way, Challenge Mode only makes major changes like that to important trainers. The other trainers are still just as easy, but have their levels ramped up a bit.

also here's all the champions at their strongest (within their own games)
Blue: better movesets overall, 2 new additions that are vastly more powerful than what they're replacing, overall: good effort
Lance: Replaces his weaker dragonites with garchomp and salamence, which is good. Replaces his aerodactyl with Altaria, which is one heck of a downgrade and overall better moves. Decent effort
Steven: It's his R/S team, with minimal moveset changes. It's okay but honestly makes him one of the weaker on the list.
Cynthia: Higher levels aside it's actually slightly worse than her standard platinum team. It's still Cynthia though so it aint easy.
Alder: levels aside, it's worse than Ghetsis. We can all see how he lost from them clearly.
Iris: replacing druddigon with salamence is a serious upgrade, giving her DD ace guillotine not so much. Still like Cynthia, this team was dangerous to start with.
Diantha: 3 letter: LOL
Kukui: same team, higher levels, still bad
