I have some ideas for the starters, though.
I've always liked the idea of having not-starter mons as your starter, either pseudo-legendaries to at least feel special (Beldum, Larvitar, Deino as one set for example) or more common 3-stage mons (Geodude, Machop, Abra) since Sevii is just a less-developed offshoot of Kanto, so you get a more modest starting choice.
The latter option would also translate to things like items being rarer and more expensive, the Bike not being available, and other general luxuries reduced or removed. It'd be interesting to play a Sevii region game that's almost Nuzlocke-lite and more unforgiving.

The last idea for Starters would just be "Seviian" gen 1 starters, either;

Sounds pretty neato. Not entirely down for the starter choice, mostly cause Houndoom gets a Mega and Golduck is too "bland" a design to be a starter imo

Alola is based on Hawaii, which is in the Pacific Islands. But its politically part of USA.
Unova is based on New York.

Therefore Alola and Unova are actually the same region. And so gen 5 really was the best gen.
