Steven because Wallace is more suited to Sootopolis where he can actually act as guard, not to mention it plays to the 7.8/10 meme with there being two bosses that use Water types (Juan, Wallace), as it is pretty dumb to have double Water.

Steven because even though Wallace has more involvement and fingers in various aspects of Hoenn—Contests, Legendaries, and the Pokemon League—he's an even more boring motherfucker and his team is completely boring trash, at least Steven has stone and mineral autism
