It's only hail that has issues because it's basically only used for evasion and recovery abilities no one gives a fuck about and 100% Blizzards.
At the very least Hail should increase the Defense of Ice Types as well. Either that or maybe half the Speed of Pokémon who aren't Fire and Ice Types while it's active.
Actually wait, we're talking about a weather that Ice-Types are the primary beneficiaries of. It should do both.

sandstorm increases defense as well as special defense
hail increases ice type moves by 1.3 and increases defense by 1.3 (put an ice cube on your arm right now at room temperature and it's a slight nuisance, do it when it is hailing and the temperature is at freezing and see how bad it hurts. also, ice is more durable the colder it is)
sunny day's bonus to fire moves is lowered to 1.3 and grass types heal 1/16 of their HP no matter what their ability is when sunny day is active. give grass types which are fucking plants a reason to use sunny day instead of just fire

They all have a bunch of effects that are positive and negative on not just the aligned types but on a bunch of specific moves unlike Hail. I guess you could make an argument for Sandstorm not being quite as good but at the same time the others don't do a pure stat boost either. A stat boost which is greatly appreciated for the Rock-Types who are the primary beneficiaries of Sand.
