Why hasn't there been any other evolution like Scizor in the sense that it doesn't gain any BST, but rearranges it to a more optimal spread (along with changing type and gaining more moves, but that's not unique)? It seems like a really neat concept that, if Scizor is any indication, actually works in practice.

Depends on the pokemon, but in a general sense, it makes Eviolite problematic. If Scyther had a better type than Bug/Flying, Eviolite Scyther would be terrifying.
