Yes they would. Some Pokémon are dumb animals so some of them respond best to force.

Although you don't HAVE to whip the pokemon. For others the sound of the whip can be used to direct your pokemon where to go. Dancing horse directors commonly did this (not wanting to hit the horse since the horse was worth more than their house) and so do many tiger handlers.

And some probably just carry it to look intimidating and/or sexy.
