Ice is good for Lance but if your team is 40 before victory road, you're good with it as it is. You don't really need the jynx but if you want to grind one, sure.

Imean, naturally you're gonna use a few revives and hyper/max potions at the league but you're good

If you're in the 40's there isnt anything to worry about, it's actually a bit easier to go through without a full team because the mons are higher leveled so you have a higher chance to sweep

Almost everything in kanto is a very low level, if I had to recommend a Pokemon it would be houndour

Get the Dragon Den Drantini. It will take a while to level it up, but it'll be worth it.
