The idea for another Lycanroc form probably came about the same as Ash-Greninja: the anime staff asking Game Freak for something to make Ash's Pokemon and their bond special

This third Lycanroc form saves them from having to pick between Midday or Midnight (both of which have already been displayed) and gives Ash's Lycanroc its own unique form to stand out
