It would see some usage according to its team's needs, but the lower speed is what really kills it in comparison to regular dugtrio. Its advantages don't outweight the loss if 10 speed points, on average.

Have none saved but go to sgowdown and just watch OU battles, you're bound to find many with dugtrios on them. The little shit basically traps and removes the majority of threats that are relevant to its team's core, be it stall, zard y, etc. The solid 100 base attack is what really pushed it this gen, having shit like EQ, sucker punch, reversal, screech and z moves to exploit it. Eject button makes it even worse, because it comes in place of an ally and traps whatever forced that ally out.

Dugtrio has always done what he currently does, and it was far worse without team preview since you couldn't play around it.
