Totodile and Cyndaquil lines are consider excellent. The only shit one (that other people say anyway) is the Chikorita line, and I love that line as well.
2/3 for the masses is still pinnacle tier

Sinnoh Starters : Turtwig is cute, but becomes a monstrosity with an ugly ass tree on it's back. Chimchar is some fugly monkey with a flame on it's ass, that becomes and even uglier monkey. Piplup is just shit and has none of the charm of any other water starter. They basically become Digimon

Kalos: Chespin and it's evolutions are all hot garbage, Fennekin is a lazy design with nothing special besides big ears and just becomes a tragic fapmon, Froakie is okay, but again lazy and tongue/scarf is too wtf.

As someone else also said, its official art is bad, but all other depictions are a lot better. In-game sprites, anime... all much better. It's a good design that for some reason the official art makes look bad.
