Jojo has been around for 30 years and more people are getting in to it now because it's a bit different from what they're used to as far as mainstream anime goes. It also helps that the creator of Jojo didn't want an anime for his series unless it was done well.

Except Pangoro isn't a nod to Jotaro per se, they just represent the same character archetype and Jotaro happens to be the most known example.

They're both bancho, but all of Pangoro's abilities revolve around its fists and bascially giving a big "fuck you" to any limits in the way of its fists, which is more specifically in line with Jotaro.
