whats the best way to defeat the elite four in heart gold? also what pokemon are you suppose to use the master ball on like in gen i it was mewtwo?

Use the Master Ball on a Roamer. But if you're tactical or lucky you won't need it for them. I was so dumbstruck I was able to catch Raikou in an Ultra Ball on its first appearance first turn in two HGSS runs in a row (not one after the other, just when I returned to play again).
Get a Mamoswine for the Elite Four, since it can deal with Lance well and because, well, you can. I really found it cool you could get cross-gen evos in HGSS before even reaching the League.
If your Pokemon are generally the same level as the elite 4, just use type matchups to your advantage.
As far as the masterball, ideally you use it on a shiny Pokemon you're sure that you'd otherwise knock out

-don't let Koga set up his muk, you can just spam psychic against his team and against bruno as well, extrasensory+fire blast togetic works really well too
-don't let karen set up her houndoom or you will be swept
-be sure to have a pokemon with ice beam to defeat Lance, blizzard has shit accuracy
you don't need to be so overleveled if you have the right moves
