Sea Mauville was a resource mining facility owned by the company Greater Mauville Holdings. A number of character worked there. including Wattson, Captain Stern and many of his current workers, and Prof. Cozmo's father Raizou.

The company was really shady and seemingly worked its employees extremely hard. In Sea Mauville is a paper with the company's motto, which all about devoting your life to the company, working late with no overtime, and praising the company president. These mottos are also parodies of real life World War 2 government propaganda.

Prof. Cozmo's dad worked so much there that he barely ever came home and mostly only talked to his son through letters. This causes his marriage to break down, his wife would spent most nights out "visiting a friend", and they would get into fights the few times he came home. They divorced and Cozmo went with his mom. It's unclear if Cozmo and his dad Raizou ever met again since we see Raizou in the present, senile and thinking that a Skitty doll he got from his son is his young son.
Raizou was also responsible for an Odd Keystone there, but lost it. You can find it and be spooked by a Spiritomb.

The company practiced corporate espionage, especially on Devon to try and find out about their work in Infinity Energy. One of those corporate spies was Dock, who felt shameful about this and was grateful to be taken in by Captain Stern when he left the company to start his shipyard in Slateport after the company shut down.

The company was trying to make a new facility with New Mauville, but a faction of workers led by Wattson protested against this because of the environmental damage it would cause. The company tried to suppress them, but eventually the plans fell through and the company dissolved. Wattson picked things up in running Mauville City and checking on the ruins of New Mauville.

One of the people who lost his job in this has an apartment in Mauville, where he talks about how powerless he was over the situation, and basically feels worthless. At the end of the O-Power side quest the strange old men who give you the O-Powers pass their powers down to him, turning him into Mr. Bonding from XY.

There's also just a lot of other weird things there. Like the lesbian schoolgirls off together in locked room. Or the sketchy magazines about Beauties and Hikers you find, though those were censored in the English version.
