ELO is essentially your ranking, and 1000 ELO is the lowest you can go. 1100+ ELO isn't all that impressive.

1000 is the lowest.

1300 is where players "know" what they're doing. Not that they're good, but they at least know type match ups, etc.

1500 you'll generally get solid gameplay. Not many memeteams make it that high.

1800 you get the good players.
