For the Fire starter, why not something like pic related? I just searched up "Scandinavian horse" and it seems applicable enough to me!

A fire wolverine pokemon could work well plus wolverines have such high body temperatures that they can only survive in cold places and sometimes have to bury themselves in snow to cool off.

Not much is related to fire in scandinavian nature or folklore. Iconic creatures living here are the Moose, Lynx, The Eagle-Owl, Bear and Wolf, pretty much. In folklore you have goblins, trolls and Goats, Snakes/Serpents and Horses appear as mythological creatures.

What about a Fire/Electric Goat? In Norse Mythology the god Thor has two goats whose hooves cause small thunder when they run. Some interpretattions also describe them breathing small flames from their nostrils.

It doesn't even have to be Scandinavian based. You think France actually has fennec foxes running around? Or Hokkaido having penguins? Or, if you want a thematic example, New York having anything to do with samurai or French royalty?
