Now, actually answering your question:

There is no Koga's Pidgeot, even though there is a Koga's Pidgeotto (he doesn't use any of them in the video games to begin with, does he?). There are other broken evolution lines in the Gym sets, I understand that that doesn't matter as long as the cards were designed with those incomplete lines in mind, but it seems so arbitrary.

Neo Genesis Lugia was a normal normal. I lucked out and on my 10th birthday in my first pack of Neo Genesis I got one of these plus a Holo feraligatr and a Holo kingdra. The second pack, everybody got me Pokemon card packs, I got a Shiny Charizard a Shiny Mewtwo and a Shiny Gyarados. I still have Charizard and Mewtwo but I traded Gyarados for something.

Why Fighting encompasses 3 types. Rock and Ground together should've been a separate type. Type symbol could be a rock formation.

Why Psychic encompasses 3 types. Ghost could've easily been classified as Darkness.

This way, each of the TCG types would stand for 2 types at most, rounding out type usage more and making Weakness/Resistance more consistent and clear.

Colorless - Normal, Flying
Grass - Grass, Bug
Fire - Fire
Water - Water, Ice
Lightning - Electric
Ground - Rock, Ground
Psychic - Psychic, Poison
Fighting - Fighting
Darkness - Dark, Ghost
Metal - Steel
Dragon - Dragon
Fairy - Fairy

Wouldn't Ghost Pokemon being Darkness type in the TCG make much more sense thematically though? Both in style and in type coverage.

Also in the mainline games, Ghost is weak against itself and Dark, which matches the proposed idea.
