While that's great in theory, a lot of Pokémon would have to be altered to make it as seemless as you'd hope. If you look at Pokémon movesets, they're very neatly woven together in little jumps to the point where powerspikes are usually gained around 35-40, with a few exceptions.
That being said, the game would get awfully stale if you hit those too early. Your Pokémon would never progress, or get any stronger. You'd be using the same moveset for more than half the game at worst.

What if gyms weren't just a linearly increasing challenge?
Instead all 8 of them had meticulously crafted teams full of hax and bullshit, but each one built around a general type theme.
You can fight them in any order, but you'll have to make a team specifically around each gym leader in order to beat them.
To help prepare, gyms aren't just a series of enemy trainers to beat, but are full of trainers whose teams are flawed attempts at copying the leader's, with NFE Pokémon and smaller teams. So over time you prepare and literally train to figure out a solution to the leader's strategy.
This would encourage lots of experimentation and swapping of Pokémon rather than sticking to a team the whole game.
Of course this wouldn't really work with the way leveling works in Pokémon, so it could probably only be done if the leveling system was changed.

The first two carry three pokemon, the 3rd to 5th carry 4, gyms 6 and 7 carry 5, and the last one has a full team. Starting from gym 6 they all mega evolve their ace pokemon.

>Victory road
Victory Road is meant to be a grueling journey, each trainer uses a full team and at least one mega evolution. Their pokemon's levels get higher the further you go into Victory Road. With this being victory road the weakest trainers have pokemon at an equal level of the 8th gym leader while the stronger ones start showing pokemon with about equal levels to that of an elite four member. At the end of Victory Road you fight your rival who's pokemon are just as strong as an elite four member but aren't quite at Champion level.

The post game is then filled with trainers who's pokemon levels fluctuate, not all of them use full teams. The deeper you explore the higher the levels you find. The highest they'll go to however will be equal to an elite four member rematch. You formally defeat the evil team's leader whose pokemon are in the 85-90 range.
Getting your pokemon to level 100 should be feasible following the in-game route without needing to spend what feels like an hour trying to go up a few levels once you hit the 90s.

Does it even matter?
What actually matters in my opinion is that you'll end up having a similar or slightly lower level than your important (gyms, rival etc) opponents through the journey.
The league might as well be at lv40 for all I care as long I'm sure I'll be lv 38ish if I fight every trainer and don't need to grind on grass till I reach the league.
For example without exp share Hapu was a damn bitch to fight since she was 5 levels higher than me, it was fun.

Or you know, just write a program that takes the average of your team's levels after taking out the outliers, i.e. if 5 pokemon are level 70 and one is level 5 the average won't be 60 but 70, and than have that as the natural scaling of the game. Of course there will be ways to break this, like bringing in 3 level 5s and 3 level 70s making it impossible for the game to tell outliers and thus making it level 37.5. So feel free to help me fine tune this idea for a solution to this problem.

I'd like to see them completely revamp move and evolution levels so that you're now around 100 when you finish the game. It would also be a good chance to fix the fuckery of the gen 5 Pokemon. That way in the post-game, you'd no longer have the option to out level your opponents.
