I would agree, if you fought against Kukui as the Masked Royal. But you don't. You simply fight Professor Kukui. And Decidueye fits him perfectly, both color scheme and personality wise.
Also, when you fight Kukui at the Battle Royal Dome, he doesn't use any starter. He doesn't use Incineroar there.

As for the personalities, that's entirely subjective. You can claim Incineroar fits him because they are both pretend wrestler, but I can claim Decidueye fits him because of their cool and calm personalities and their smart looks, or even just their color schemes, and that would be just as valid of a claim.
