First, off bloody entrails are used ash shark bait. There is nothing suggesting Oshawatt is shark bait.
Next, Dewott is not wielding a harpoon or a spear and its skirt does not resemble shark fins.
Then, Samurott's tail is flat, which is distinctly un-sharklike. It's weapons are sword-based. And its limbs don't resemble shark fins at all.
That shark next to the s is completely arbitrary. I could just as easily say S(almon)amurott.

There it is again. Not that Samurott is a sea lion, anyway. That's what plebs will tell you.

Primarina is already the Sea Lion starter pokémon, it would make no sense if Samurott was also one. Plus both are drastically different. Gamefreak is smart, as they know to keep starters varied. That is why there are no two sea lion starters, and why Samurott and co. must, by process of elimination, be shark-based.
