Nope. You can't actually fix Ice-types by restricting their move distribution and to do so is honestly nothing short of spiteful. Any sort of niche they could've had is gone now because of Fairies and with Steel-types being so prolific they're somewhat offensively crippled as well.

Making more offensive Ice-types with actual coverage options does help but it does nothing for the shitfest that other Ice-types are but it's not like every pokemon is good anyway.

Current ice-types should just get more coverage options and future ice-types be designed differently.

There's no need for dumb and overly specific debuffs like weaker ice beams on non-ice types or even worse wanting every ice type to be a glass cannon, that would kill the stat variety within the type and it still doesn't fix already existing mons.

All that ice needs is two resistances (Ground and Flying would be the best ones) and a 50% buff to either Def. or Sp. Def. in hail similar to the one Rock types get in sandstorm, fucking hell gamefreak fix this shit, it's easy as hell.
