Actual answer: Sneasel, it was even reprinted in HS Undaunted

N is a pretty good card, you can reliably reduce your opponents hand if they're ahead (if they have 1/2 prizes left it can be devastating) and draw up to 6 cards yourself. The shuffle is a versatile move that can be really useful (ex you know your opponent has limited energy, a specific evolution, or supporter they want to use on their next turn).
The Rocket Admin would be only marginally worse in the case that your opponent is running something that uses abilities that run off of having specific amounts of cards, like the Yanmega that attacks for free if they only have 4 cards, or Noivern Break that gets more damage if you have the same amount of cards as your opponent. At the same time you could also use it to that effect yourself.
