This bothers me so much. I know EVERY Pokemon that levitates or flies can't have Levitate but on some Pokemon it just makes perfect sense.

Why doesn't the Magnemite Line have Levitate?
Why doesn't Dusknoir have Levitate?
Why don't most Water Types like Goldeen, Gyarados, Chinchou and Kingdra have Levitate if they're clearly levitating?
The fact of the matter is Gengar no longer having Levitate isn't even a big deal unless you're retarded enough to leave it in on a Pokemon with Ground Moves.
