Well, it seems like it would be a matter of just not letting shedinja or any mon with huge power, pure power, a form-changing ability, shadow tag, magnet pull, arena trap or anything that might be broken learn the move. Neither shedinja or any mon with huge power gets skill swap anyways, so this would be a similar case.

Move would be broken even with these restrictions however. Just a few examples:
>Last willing drought or drizzle into a heir with chlorophyll or swift swim
>Last willing unaware into any decently strong setup mon
>Last willing tough claws or adaptability into anything you can imagine
>Last willing prankster into a smeargle (priority last will is a riskless play as you'll avoid any damage from the opponent)
>Last willing magic bounce into whatever
