Malie is the 3rd one on the top row. You see five areas with building materials. Look at the one near the observatory. The lot hasn't been prepared for construction like the rest of them.

Why not both? This will be the first real sequel since Black2/White2. Maybe we'll see a return of the challenge mode as well as a system where you must complete the trail before challenging a gym, and then you actually have to fight an actual gym instead of just the captain.

Remember that previous to SuMo, there was no Elite Four in Alola. It's entirely possible that they will add gyms in the future as well.
