If you want to turn Registeel into a proactive sweeper (no adding Metal Burst), I'd say giving a unique accuracy ability, something like "Eternal Watcher" or some shit. Moves all set to 100 base accuracy, and all moves gain a crit rate bonus equal to 100%-their original accuracy.
