It's actually the M13 teaser (Zoroark) from the end of M12 (Arceus). The reason it showed Ho-Oh and Lugia is that it tied in with HGSS. When it came out, it had Ash battling Ethan at the beginning, Celebi was important, and so were Raikou, Entei, and Suicune. But it was the HGSS movie the year after HGSS came out, so they also had BW promotion. M12 did have some HGSS promotion with the Johto starters and the Spiky-Eared Pichu.

I remember that M13 teased Victini at the end, and M18 teased Zygarde Core and Perfect Zygarde.

It's this. These promos aren't outright trailers for the next movie, they're just short clips of something upcoming and relevant, with a movie plug thrown in. The next movie isn't even planned yet at the time these things are made.
