The Bravest Bird is Doduo. It has the least amount of HP, so it is brave to keep on fighting with recoil despite the lack of HP.

The reason Staraptor is bravest bird is because of the ability. Reckless powers up brave bird and other "brave" moves. Regenerator is a coward's ability and while gale wings does help brave bird, it can also be used for less brave tactics like acrobatics and roost.
