Think of a mythological creature that you would like to have a pokemon based off of, and what type would it be?
I'll start,
Gargoyle:
Rock/Dark. Although depending on what sort of design they went by it could also be Rock/Flying or Rock/Dragon. Or if it's going in the rain spout direction it could be Rock/Water.

The Jangsan Tiger. Pure Fairy and a pseudo legendary. It's a relatively recent myth, but I think it's well-known enough to be a Pokemon.
Wendigo, though a less edgy version. Ghost/Ice would be nice.
Different take on the Hydra.
Any combination of Water, Dark, Dragon, or Poison typing.
Ability: Schooling or something like it
With schooling it would start as a simple serpentine creature and, at a certain level, call a swarm of serpents to attack the enemy.
With one similar to schooling it could function like that Zygarde ability. When it hits 50% or less health it triggers a transformation that summons more and more of the creature to create a giant, many-headed beast.
Both could convey the "cut off one head, two sprout up in its place" saying associated with it.

steel/poison for Pestilence
steel/fighting for war
steel/dark for famine
steel/ghost for death
