If you have the homebrew channel,you can ask an anon to dump his save file and send it to you.After that,you can try to overwrite the original save data with the new one.Press Up,B and X together and you can start a new save file.(hopefully)

Not sure unless you have homebrew/CFW, in which case you could probably format it with a save manager.

Could just try Up + B + X again and again until it works.
