Does SM refresh a mon's ability as based on its personality

Close. Most mons with a single ability actually have the same ability on multiple ability slots, which are decided with their personality value. So technically you can have many gen 6 pelipper with keen eye, but some will change to drizzle and others remain. Gengar had levitare on all three slots, and all 3 were changed to cursed body, which is why no gengar got to keep levitate.

I saved myself 5 ability capsules that i was going to use on my Beartic, Vanilluxe, Gigalith, Pelipper and Torkoal. They all changed abilities after the transfer

Not true, it's less common, but it's viable. Vanilluxe is better for Blizzard spam while Ninetales is more about supporting with Aurora Veil and other things
