Why does it need a nerf?
Not every move should be good. We have moves like Tackle and Bubble for a reason, so early game 'mons can have weak moves that steadily become good moves.
If you got Submission early it would be a very useful move. You could trade in accuracy and accept the recoil in exchange for having an 80BP move when all your other level-up moves are around 60BP.
