Is there any way at all to play a rom hack such as storm

For an original DS ROM hack you're gonna need a flash cart like an R4. For a 3DS ROM hack you can indeed, if you have CFW. Are you looking to play Storm Silver/DS era specifically?

Yeah, flash carts are way easier but if you want to install them you need to mod your 3DS. It's harder but definitely worth it. I modded mine a while back and I can install whatever game I want from many systems in just a few buttons.
