A lot of underwater fetish stuff is mostly Spongebob rules when it comes to how most things function, give or take the need to make bubbles (from talking and gasping). It's almost like that Fairy Tale episode in that tournament or Blitzball in FFX. If you're just swimming around, the skirt will flow with you. It's doing wacky acrobatics that will make it ride up, but underwater models will generally use weights to keep the skirt heavy enough to not move around too much.

I would have liked to see the Devon Scuba gear make an appearance in the anime or so. Funny thing is that underwater microphones did exist by the time this episode was made and I remember how people were talking about that aspect of Luka's gear as though it really was more advanced than what existed in real life.
