A lot of underwater fetish stuff is mostly Spongebob rules when it comes to how most things function, give or take the need to make bubbles (from talking and gasping). It's almost like that Fairy Tale episode in that tournament or Blitzball in FFX. It ignores that whole "breathing" thing 88% of the time and just goes for weightlessness in a blue tinged overlay and background as everything else is a free action.

If you're just swimming around, the skirt will flow with you. It's doing wacky acrobatics that will make it ride up, but underwater models will generally use weights to keep the skirt heavy enough to not move around too much.
