There wasnt a huge level curve in HGSS for the Kanto gyms, all 8 of them were around the 50s with Janine being slightly weaker, and the trainers varying around the 40s-50s, the only real level gap was going from Blue to Red

Do what the /vp/ Gym Leader threads do - each Gym Leader has 8 different teams, depending on the order you face them. Have the routes near whatever town is chose to be starting (likely Pallet again) be low level, then have "major" connecting roads be a medium-low level (Gym 2-Gym 3 power), "minor" connecting roads be a medium level (Gym 3-Gym 4 power), and side areas/optional areas/plot areas fill out to higher points of the curve.

Alternatively, start in Sevii Islands, proceeding through an introductory plot/set of challenges there. This will allow for a linear set of areas for progression up to 30-ish. Then, head to mainland Kanto, where you can explore and face the Gyms in any order - first four Gyms will be around Level 40, then plot happens (Team Rocket most likely), then the next four Gyms around Level 50. Wild Pokemon will stick to the 30-35 range for most of Kanto, but areas like the Power Plant, Cinnabar Volcano, Seafoam Islands, Victory Road, and Unknown Dungeon can be around 40-50. E4 can have around L60, and Champ can go up to mid 70s. Postgame involving Mt. Silver, Navel Rock, Birth Islands, and Tanoby Ruins can have wilds around 60-70, and bonus trainers/legend encounters at around 80-90. This provides a level curve up to a L100 bonus boss.
