I'm pretty sure these were just design goofs, not an intentional reference to the pokedex. The "Sinnoh" design was always meant to be the one and only.

Unfortunately, no. Arbok's pattern pattern is always the same in-game, no matter what.
The only time we've really seen Arbok's pattern variations was in the manga. Agatha's Arbok could change its pattern, and each pattern reflected a different stat boost.

No, Arbok's design changes based on that games sprite/model. Regionaltism has never mattered.
