I can't find an entry and I (think I) have talked to everyone, so maybe I just missed something.

so i've been looking for ways to circumvent the check for the amount of rare candies used (only for testing, i promise) and i found out that the amount can be changed via cheat engine (not telling how because i don't actually support cheating), so you guys might wanna try and fix that if possible.

Does it really matter? Cloucat should get the change but it's not about power balance. Ebin starters evolve right away. Solid Rock is not that overpowered as Syluvin learns no good moves until it evolves. You could change Iron Fist but I see no point to it.
