Considering how GF hates gen VI so much and wants to forget about it, I'd say yes.

No, Lysandre was a hero with vision and ambition. Kalos was full of rent seeking leeches and bleeding hearts. Lysandre single handedly made Kalos as advanced as it was. I think he's in a position to judge. The only thing even slightly wrong is that some of his followers are also filth, but that's to be expected.
