Why do Pokemon gym leaders always use same-type teams? Do they not understand even basic strategy?
Yes, but they're elite. They're not good because they use only one type, they're good in spite of it.

2)it's a thematic choice, and they aren't intending to be unstoppable; the gym leaders have multiple Pokémon teams to test their challengers' knowledge of types and strategy, while also using a type that traditionally is represented by the town, but in some more modern locations is represented by the individual, or in fringe cases is simply due to personal preference.

Multiple paths are boring. Linear gameplay allows the developers to create an intentional experience for the player that always turns out better. Games should always have some sense of direction, unless they are exploration based.
