Actually a neat idea, though you'd have to add 8 EVs per base stat point to make a Pokemon's final stats add up to what a 530 BST 'mon would have.
Only issue is what happens when things evolve. If I EV train my Larvitar to the absolute fullest, what happens when I've fully evolved it to Tyranitar? Does it keep the extra EVs, meaning that this rebalancing only really nerfs Legendary Pokemon? Or do they disappear somehow, and if so, how is that decided?

Only fully evolved pokemon are allowed to use this system, pokemon can also take up to 10 bst of their stats to redistribute elsewhere (IE: blissey takes some hp off adds to defence)
