It's not exactly a meritocracy. Someone could be good enough to get reqs but not have the time to play 50-70 matches (or another 50-70 on top of the first if you don't play like an ace on your first attempt). Everyone knows getting suspect reqs basically amounts to "spam stall until you have the reqs". The 70 battle-cap is also pretty recent, so you can't even grind at it after a certain point either anymore.
