There's only one battle facility I know of that has pokemon always set as shiny and that's Trainer Tower or Trainer Hill as it's called in Emerald. If it's not there then the RNG hates you.

The Trainer Tower in FRLG also have a set shiny Goldeen in singles and a shiny Espeon in doubles. But then again, that's not a battle facility.
