if i have a non-ha female breeding with a ha male, can the HA be passed down?

Breed with ditto until you get a female with HA. Then breed that HA female with a male in whatever ball you're trying for- supposedly in sun and moon the offspring of two pokemon in the same egg group can have either parent's ball.

Not supposdly, it will. If both parents are the exact same species (Ralts and ralts and not Gardvoir and Gallade), ball passing is 50/50.
